The Hong Kong economy is facing a structural change, so smaller factories are gaining greater difficulties in getting business. This situation also affects the blind people, who usually work in small factories. Since the computing facilities for the blind are usually behind but expensive, the blind people find it even harder to get hired.
香港製造業北移,政府的訂單改為公開招標,導致聘請失明人士的工廠的訂單大幅減少,因而嚴重影響他們的收入。社會福利署屬下的部門協助這些小型工廠競投標書。現時幾乎所有工作都需要使用電腦,失明人士在這方面遇到不少困難,適合他們使用的電腦軟件較落後和電腦設備十分昂貴。面對日新月異的科技,失明人士比健全者需要加倍努力,才可能趕上來的。
