Where can Stray Animals Go?

Feeding stray animals threatens public hygiene. The government uses euthanasia to control the population of stray animals. Animal lovers support Trap, Neuter, and Return as a more humane alternative. Stray animals live on the fringe of society - their fate is in the hands of government policy. How long can animal lovers fight for their cause?
