Space invaders

In the rest of the world graffiti is an important form of art, but in Hong Kong it is seen as destruction of public property. Which view is right? Each side has its own answers. Some street artists feel art is an inexorable part of life. But on the street, busking musicians can be seen as an annoyance. The government set up the Mong Kok pedestrian zone as a dedicated busking space. Hong Kong is often described as a cultural desert, but how much public space does a city need to accommodate everyone?
