Strays that can stay .

Abusive pet owners have become increasingly common in Hong Kong. Animal rights groups have established “animal care specialists” in 18 areas. Some groups have attempted to house abused stray cats and dogs in effort to reduce their breeding, and prevent animal abuse.
近幾年,本港嚴重的虐待動物案件不時發生,卻只有一宗被定罪。關注動物權益的團體在十八區召集「動保專員」,他們協助警方處理虐畜案件。去年,一群愛護動物人士遊行,爭取設置動物警察。有人贊成,卻質疑成效。某團體則認為,動物警察始終有其作用。虐待動物案,受害的很多是流浪貓狗。貓貓宿舍負責人和關注流浪動物團隊幹事都認為,降低流浪動物繁殖的數目,減少牠們滋擾人類的生活,這可以避免牠們遭受虐殺……
