Initiation Programme.
The Initiation Programme aims at helping newly arrived children (from Mainland or other countries) in adapting the learning environment of Hong Kong. This Programme is found to have three major problems: (1) inadequate school places; (2) schools are too far away; (3) students can enter the Programme anytime throughout the year.
啟動課程的目的，是協助新移民學童適應香港的學習環境，雖說是過渡安排，但仍有改善空間。問題有：（一）學額供不應求；（二）舉辦課程的學校遠離新移民學童的集中地；（三）學生可於任何時段加入啟動課程，引致同班同學水準參差，影響教學質素。總括而言，政府必須投入更多資源支援新移民學童。
