Small and medium sized artistic groups find it difficult to survive in Hong Kong due to a critical shortage of arts venues, and the high rents charged by those that are available. The uneven distribution of resources such as the grants provided by the Hong Kong Art Development Council is also to blame. Artists hope they will be given more say in policy making for the arts sector.香港的藝術團體主要的經費來自藝術發展局，康樂及文化事務署則以場租優惠來資助。藝術界批評，撥款機制和資源分配不公平，藝發局只重視大型職業的藝團，小型藝團的發展空間有限。近年，藝團為開拓財源而各出其謀。場地租金高昂，也窒礙小型藝團的發展。文化委員會建議，成立文化藝術基金會，由民間主導，負責審批撥款，職能與藝發局無異。
