The Education Bureau introduces the Native-speaking English Teacher Scheme, hoping to enhance the overall English standard of secondary school students, particularly their oral proficiency. This way of teaching is proven to be effective. However, this scheme is not yet compulsory for all schools and classes.
教育局引入「外籍英語老師計劃」，學校能聘請外籍老師教授英語，用意提升學生英語素質。由於香港教育以考試為本，外籍老師未能適應緊迫的考試安排，所以學校讓他們教授英語口語，效果理想。但是，「外籍英語老師計劃」多實行在水平高的中學或班別中，外籍老師認為如此區分，是剝削學生學習英語的機會。
