Beneficiaries of the Comprehensive Social Security Assistance Scheme (CSSA) might be facing a more impoverished life after the government announced that it would cut CSSA payments owing to fiscal deficits. This situation becomes even worse after the recent outbreak of atypical pneumonia. 綜援人士之中，半數是長者。隨著人口老化，政府的福利開支愈來愈大。適逢經濟不景，政府預計財政會出現巨額赤字，宣佈大幅削減綜援。綜援人士唯有節衣縮食過日子，出現了生活和精神問題。一場非典型肺炎，令申領綜援的個案激增，社會福利制度百上加斤。政府會不會再削減綜援，仍是未知之數。這個「安全網」能維持多久呢？
