Hong Kong is a member of the WTO, which has as its mission the promotion of the benefits of international trade and free markets. Government-provided services may be undermined, as private enterprises may accuse the government of “market intervention”. The government needs to balance the interests of different sectors to ensure the provision of high-quality services.
香港是世界貿易組織的成員，承諾開放服務業市場，只保留政府行使權力的服務，即並非以商業性質提供的或不存在商業競爭的服務。不論本地或外國公司的服務提供者，政府要一視同仁。世貿組織推動自由貿易，促進各國利益，卻把政府給市民的服務評定為貿易工具，令政府失去其職責。政府為平衡各界的利益，採用各方面能夠接受的方法，營運公營服務。
