Maintaining a balance is no easy task for the government with regards to hawker issues. On the one hand, hawking provides job opportunities and convenience, but on the other promotes the sale of pirated goods. Hawkers also bring with them other social issues, such as their negative impact on the neighborhood environment.
經濟不景，政府放寬管制無牌小販，他們的數目激增。多數的無牌小販僅足以糊口；少數的則家族企業化，收入甚豐。他們擺賣，提供普羅大眾需要的服務，但影響市容、環境衛生和威脅行人安全。近年，青少年公然在鬧市販賣盜版光碟。無牌小販擺賣打擊附近店舖的生意，投訴個案上升。無牌小販的出現是香港特色，亦帶來社會問題，政府應研究怎樣監管。
