Chinese-illiterate Students.
The Education Bureau has been blamed for not catering the particular needs of minority students who have difficulties in getting into mainstream schools due to language differences. This situation ultimately deprives them of higher education opportunities.
南亞裔學童因言語不通而無法入讀主流學校，得不到應有的教育福利。有中小學校願意吸納他們，只是學額有限，部分學生唯有就讀私校，甚至失學。這些私校希望獲得教育署資助，申請轉為直資學校，可惜困難重重。部分學童參加學校交流計劃，接受中文為教學語言。融樂會社工批評，教育署沒有統一教授南亞裔學生中文課程的指引，只會令學校無所適從。
