A report issued by the University Grants Committee suggests various approaches to the development of higher education institutions, including the enhancement of international competitiveness and the adoption of a performance-based pay and reward structure for teaching staff. Feedback from stakeholders has varied.
大學教育資助委員會的高等教育檢討報告提出，政府資助大專院校的準則應涉及研究和教學經費。報告指出大學要配合經濟發展，以保持教育的競爭力；建議香港集中資源來產生國際級學府；提議用教師的表現來釐定薪酬；又倡議學分轉移制度。科大校長認為發展重點大學是大勢所趨。理大副教授不認同報告，它以輔助經濟為目標，有違大學的理念。
