Development or Nature?
According to the Environmental Impact Assessment (EIA) Ordinance, all proposed property development plans are requested to go with an EIA report. Since EIA reports are self-financed by the property developers, their quality and effectiveness are in doubt.
面對土地發展及環境保護的兩難局面，香港人應如何取捨？政府訂立環境影響評估條例，要求發展商就發展範圍作出環境評估報告，經審批合格才可發展。由於地域範圍定義含糊，時間又短促，報告一般未能就生態的長期影響作出適切的評估。況且報告由發展商斥資，其質素及效果成疑。政府表示已設立諮詢小組來監察報告的質素。
