The disabled in Hong Kong may find that the Equal Opportunities Commission can do little to address their complaints of being discriminated against in a variety of social circumstances. It is commonplace for many investigations to be terminated halfway due to an absence of concrete evidence.
社會福利署計劃把大興邨天后幼稚園改建為智障人士宿舍，遭到邨民反對。邨民的疑慮都顯示他們存有許多誤解。不少人以為殘疾人士是指肢體殘疾，忽略智障、失明或精神病等不同類型。殘疾人士就業，遭受僱主剝削，唯有啞忍。他們不敢投訴，令平等機會委員會有心無力。該會受法例限制，不能主動調查。渴望平等是殘疾人士與親屬的心聲。
