Difficulty for Ethnic Minority Students in Learning Chinese.
Ethic minority students face much difficulties learning Chinese. Many criticise the Education Bureau for its failure to tailor their education policies to the needs of minority students, leading to their low Chinese ability. A poor command of Chinese seriously hampers their life chances.
